How to use Public IP address to connect remotely through Dial-up

Dear All,

I recenlty took Public IP, I am not able to connet to that. I give Public IP in dial-up , modem not connecting. if i give it to LAN it is not able to recognise on WAN. How should i configure this Public IP so that i can remotely access on network. I am using Windows XP Professional and Windows 2003 Server Operating system. I am using all Dell Branded systems and high configuration all P-IV only.
