How to Use NetMessageBufferSend?

I want to use the NetMessageBufferSend Function to Send
message inside a Office NetWork System.
For example ,my machine name is "MenuChen",and I want to
send a message"hello" to the machine whose name is "Jacky".
How should I write the code?
