How to Use a Personal Distribution List in Rules and Alerts

Does anyone know how to allow Rules and Alerts to accept a rule which will
allow me to move any messages I send out using a particular "PERSONAL"
Distribution List...(Not a DistroList located in the Global Address
List)...to a specific folder.

When I try to set up the rule, Outlook gives me the following response:
" 'My Staff List' is a personal distribution list that may not be used with
this feature. Would you like to use the individual members of 'My Staff List'
instead?"

When I say OK, it turns my individual members into an "OR" statement. I need
an AND statement. For example: If I send to Andy AND Bob AND Charlotte AND
Diane..." move this email to "My Staff Folder".
