how to uninstall programs completely

hi,
i have two partitions and one has only 5 gb where as the second one has too
much space now i install every thing in d: which has lots of space but some
programs install some things in c: which has 5 gb and when i uninstall such
programs they dont remove the files from c: which it previously installed so
is there any program or any thing that can uninstall programs completely

Failing to install all remnents is caused, usually, by badly written
uninstallers.
Though in some instances the uninstall may not remove folders, it should at
least tell you what couldnt be uninstalled.
In any case it is not unusual for an app to install certain items on the
primary win drive.
Either start from scratch with your win partition at 10/15gb or buy eg
Partition Magic to modify your partition size
