How to unblock a file extension

I sometimes need to receive files with an extension my Outlook 2003
blocks - how can I see a list of what's blocked, how can I change that
list, and is a file that was "blocked" actually somewhere on my system I
can retrieve or do I need to have it resent.

I'm aware that I can have people ZIP things but would like to be able to
control the way this works if possible as well.
