how to type this funtion

For example; if i need to know in one column to find the number of repeating
letter or word, then in the next column I need to find a number that is equal
to or less than and in the third column I need to find also a number that is
equal to or greater than. So what function do I use to insert all this data
and count i.
 
Can you be more specific? Maybe give an example? or email me the
spreadsheet, kmaybe I ca see what you are trying to do.
