How to turn on full menus in Outlook 2003

I have searched everywhere trying to find out how to turn off the drop down
menus (turn on full menus) in Outlook 2003. No joy! Any help greatly
appreciated.
 
Steve, the options for this function are here:
In Outlook>Tools>Customize>Options tab
Select "Always show fulls menus"
