Setting for "Always Show Full Menus" Does Not Stick

When I use Outlook 2003 Professional, I go in and check the box to show full
menus. However, the setting does not stick, as after I close Outlook and
then
reopen it, I have to check the box again.

Is there a quick way to fix this, or would I need to do a complete reinstall?

Locate outcmd.dat and rename it to .old

Thanks, but that didn't work. I located the files (multiple), changed the
file extension, opened Outlook, reenabled the full menus, closed Outlook, and
reopened it. Unfortunately, the shortened menus appeared again. Or, do I
need to reboot after reenabling the full menus?
