How to Tattoo PB Imedia 1804

Hi,
I have new harddisc for PB Imedia 1804 computer but no recovery discs and cannot install XP, apparently I need to re-tattoo(?) harddisc. Can anyone help, or have a set of revovery CDs for this PB? How can a manufacturer sell you a PC which is rendered useless when 1 part dies?
