How to stop info from being pasted into a cell that has a drop dow

I need to prevent someone from overwiting information in a cell that has a
drop down box of items to choose from by not allowing them to paste
information they copied from other spreadsheets.
 
You can still paste over DV, no matter the DV (at least in xl2003). There
really isn't a practical way to prevent it.
