How to stop foreign e-mail in my Inbox?

Is there a way to filter out e-mail in other languages? I can't read it
anyway. I have my junk filter set to high, but it still shows up in my Inbox
and not classified as junk. I have been unable to figure out a rule, using
Outlook 2003. Thanks!

Actions>Junk E-mail>Junk E-mail Options>International.
