*How to speed up DV capture?

Is there a tape-cassette reader available that, when
connected to a Windows computer's IEEE 1394 port, will
capture video/audio faster than when capture is done by
using the camera as a reader?

The simple answer is no.
I'm assuming you have edited DV footage on your PC and want
to transfer back to DV tape, if so then not possible.
It can only transfer in real time.
But capture from pro/semi pro hardware at higher rate
maybe possible. But that would require dedicated recorder
and playback hardware and is not a PC/Windows subject.
