What does the 1 represent? Sunday?

=SUMPRODUCT(--(holidays<=D4),--(WEEKDAY(holidays)<>1))

Or:

=SUMPRODUCT(--(holidays<=D4),--(TEXT(holidays,"ddd")<>"Sun"))
