How to setup new policy to set home page to company
intranet. User should not able to change.

yep,

user configuration>windows settings>internet explorer
maintenance>urls>important urls
 
but By doing this the Home page resets to either msn.com or
home.microsoft.com
any ideas how to set the home page permanently
