I don't think there is any way to set an hourly time interval for AutoArchive
nor to set it to start at any time other than midnight (with a daily interval
-- the default is 14 days). You might try a third-party addin -- look here: http://www.slipstick.com/addins/housekeeping.asp

Clearly an application needs to be running in order for it to do anything.
If Outlook must perform the operation, then Outlook must be running. If you
use a third-party app, then that app must be running. The documenation for
the app should tell you if it also requires Outlook to run.
