How to set up a b2b site

I'm going to start building a b2b site where buyers are matched up
with suppliers. Basically, suppliers will sign up and belong to
certain groups based on the products they sell, then when a customer
fills out a request, suppliers that carry the products the buyer is
interested in will automatically get an email with the request. Then
the supplier can respond to the buyer with a quote.

I was trying to find some software that was already set up to do this,
something like Microsoft BizTalk server, but most of those were
overkill.

Are there any Frontpage tools or templates that can help get this
going?

No, this would have to be a custom written application.
