How to set the different background color on different sections?

Does anyone have any suggestions on how to set the different background
colors on different sections for email? such as
On the first paragraph, I would like to use light blue background color for
text.
On the second paragraph, I would like to use light green background color
for comment text.
If I would like to create an email with complicated format, does anyone know
any tools to do that?
