How to set Send As permissions

How do I set "Send As" persmissions instead of "on behalf of" permissions?
 
Your network administrator makes a change to your account in Active
Directory.
 
The problem is: I cannot find any other option than: "on behalf of" in Active
Directory.

Send As is granted on the Security tab of the user's Properties dialog and
is the stronger permission.

Send On Behalf Of is granted on the Exchange General tab, under Delivery
Options

Even if I set "Send As" permission, the e-mail get sent with "on behalf of"
in the from field.
Any way to aviod the "on behalf of"?

Sounds like the Send As permission either was not set correctly or has not
had time to propagate yet. Check it and then wait.
