How to set regional options for default user.

Hi 2 All.

The checkbox in the Default User Settings field allows administrators to
configure the default user settings in WinXP(regional options).
1) How to do the same in Win2000???
2) Are these regional options for default user used for LocalSystem account?
I want set regional options for the service which log on as LocalSystem.

I believe it impacts LocalSystem, after a restart.

Thank you for overview of registry Regional/International settings ;-)
I know these settings for default user in [HKEY_USERS\.DEFAULT\Control
Panel\International].
If you not recommended any master I changed these settings by hands.
All works well!!!
