How to set outlook to bounce messages from non-contactlist sender

I want to block (as in refuse, bounce, not recieve to specific folder via
rules and alerts), messages from a specific sender in my outlook account. I
would like for this person to get a message that his/ her message could nog
be delivered to my account. Can anyone tell me how to do this?

You could create a rule for when you receive an email from this person to
reply using a specific message you could create. But I believe you do not
want to receive it all so I would suggest calling your email provider and
having them block it for you.
