how to set ntp...

I have a Windows 2003 domain which I would like to sync with an
external ntp. How do I set my pdc to sync with this device ? Do I use
group policy (I remember using command line)

you can do it from the command line using net use /setsntp:<timeserver>
or through group policy under computer configuration -> administrative
templates -> system -> windows time service -> time providers
