How to set maximum number of pages for LAN

I want to set the maximum amount of pages on our LAN to be
15. This would be to control "runaway" print jobs. Does
anyone know how to do this? All computers are Dells
running on Windows 2000.
 
The number of "pages" is a function of the number of "formfeeds" a
printer "sees" in the data stream".
