I keep getting a "Helo command rejected: need fully-qualified hostname"
rejection from my SMTP (postfix) server. Does anyone know how I can force
Outlook to send a fully qualified domain name as part of the HELO command?

Any pointers are appreciated.

What is your version of Outlook?
Is it configured to your ISP's server specifications correctly? Check your
ISP website for the required details.

What OS? I'm pretty sure Outlook is going to pull this info from the
network info, but giving you directions to where you need to put information
in will vary from OS to OS.

That's a WIndows networking question.
