I would like to send an email with a calendar item that will automatically
update everyones calendar. Is this possible without Microsoft Exchange? I
can send an appointment in Outlook 2003 but users will have to accept - is
there anyway for it to populate the calendar as soon as a user opens the
email?

Thank you.

You cannot force a person to accept a meeting invitaiton.

Thank you. I guess what I need to look for is inexpensive shared calendar
options that will work with Outlook 2003/2007 without Exchange server.

WIndows Live should allow that, but I think the shared caledar can be written
only by the owner. Others can see it, though. You'll still have to figure
out a way to induce people to look at it, however, and that's a problem no
matter what approach you take. You cannot force people to behave a specific
way.

Either send a meeting request and sk them to accept it (you can configure it
to not send responses if you want) or forward a normal appointment to them
and ask them to add it to their calendar.
