How to see contacts sorted by last name when selecting 'To'

How do I configure Outlook so that when I draft an email and want to chosse
recipients by clicking on 'To', the order of my Contacts are lastname,
firstname?
I found how to do that when looking directly at my contacts folder, but I
want all uses of Contacts to use lastname, firstanme.
 
In OL2003 go to the Tools menu > Email accounts command. Choose View/Change
existing directories or address books, click Next. Highlight Outlook Address
Book and click Change. Choose the sort that you want to use.
 
I've tried this and still have a problem. Most of my contacts are correctly
sorted by the last name. But I have several contacts that still sort by the
first name. I've checked the "Full Name" and it is correctly entered.
