How to restrict users from programs

How do I restrict a user or group from using a application, preferably not
even see the application on the menu or in file directory?

The administreator account ( your adm. account), can set
up policies and permissions to accessibility to programs
in your system.
 
Only in Pro systems where the group policy editor is available. Otherwise,
you will need to rely on permissions.
