Control Internet Access and MSN

Hi all

As with many parents I'm sure, the time has come to start restricting times
of access and sites visited etc via IE.
I would like to make restrictions on a single PC running XPPro as follows:

Have user accounts which have no access to Internet
Have user accounts with access to Internet, but without access to MSN
messenger or Myspace sites.
Have accounts with access to porn sites blocked.
Have accounts with no restrictions.

Is this possible through security policies, user account doctoring or
similar?
Anyone got any good links please?

Any quality firewall appliance will let you create user groups with
different blocking levels. From a single PC the user would use IE to log
into the firewall appliance with a user/pass and the rules for access for
that user would apply. The default rule would be NO access except to MS
update and AV update websites.
