how to restore welcome screen?

welcome screen had been disabled after installed a wireless application.
tried to uninstall the application. then enter control panel - user
account, it says an application disabled the welcome screen, msgina.dll
is causing the problem. it seems it is a windows embedded dll. what
should i do?

Are you booting right to the Desktop or do you still have to log on?

If you have this registry key, that may be the problem.
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon\GinaDLL
