how to restore "set program access and defaults" button?

I used to have the "set program access and defaults" button on my PC,
but it seems to be gone now. I've tried doing a search on how to
restore this but can't seem to find anything. When I do a windows
update it is not one of the options. Is there any way to restore this
button so that I can use it again? It's not on my start button menu or
in the control panel.

On my computer, it's in the "Add or Remove Programs" Control Panel.

Hi Alice, a suggestion to get back on your start menu, right click your task
bar>properties>Start Menu tab>customize>advanced tab>scroll to Set Program
Access and Defaults and place a check mark>click OK>OK Then from your start
menu you can create a shortcut.
