How to replace horizontal lines with underscores?

Has anyone figured out how to replace the line control with a very thin
textbox or label containing an underscore character.
I can't seem to get the character to show in a very thin (low height) box.

I need this because exporting to RTF format loses the line control.

Why use "a very thin or low height box"? Once it makes it into Word it is going
to take up an entire row of text. Nothing about the height of the box will
change that.
