How to remove folder

I've encountered a folder in C:\Program Files\microsoft frontpage. The folder has subfolder which contain no files. I am unable to delete the folder even after uninstalling Frontpage. I get a message stating that the bin folder is being used. I don't know what program is using it so I can end it and delete the folder

I'm using Windows XP Home Edition. I'm not sure if this question is a FrontPage question or a Windows XP question. Any suggestions.

The folder is C:\Program Files\microsoft frontpage\Version3.0\bin. The program is MS FrontPage 2002 ver 3?

The folder was created by Windows XP, and can not be deleted.

Folder name is C:\Program Files\microsoft frontpage\Version3.0\bin

The program was Front Page 2002, ver 3?.
