How to refresh all system desktops?

I have quite big problem with desktop shortcut refresh during silent
installation. Installation is performed from special user (with admin
rights), but other user has to press F5 (refresh desktop) to see the
shortcuts.

Is it possible to refresh all desktops in system at once?

I'm running around EnumWindowStations, OpenWindowStation,
EnumDesktops, ... but with no results yet ...
