How to recognize if unstall executed as result of installing new version

I have custom action which should be executed when application is uninstalling but should not if uninstall executed as result of installing new version. I have try different combinations of msiexec parameters but seems that if unistall executed internally from new installion it do not recive command line arguments. May be you may suggest anything?
