how to re-enable "to" field in outlook 03 on opened messages

in outlook 2003, when messages are opened, normally you can see the
to, cc, from, sent.
somehow a user no longer sees the to or cc field when viewing an
opened email message

does anyone know how to re-enable the to and cc fields? again this is
viewing an opened message not the columns in the normal inbox view.

Try going to View > Message Header. That toggles the To, CC, and
Subject fields.
