Can there be a button in the root web (button generated by navigational
structure) that takes a user to the subweb pages? I currently have a
"newsletter" section of the website. I am moving that newsletter to a subweb
so another person can have authoring permission without seeing the other
pages.

Yes, use the External Link option.

I'm still having trouble with this. How do I set up the "external link
option"?

I want the "subweb" main page to be a part of the navigational structure of
the root web so that a button appears in the navigational structure of each
of my pages.

Under Navigation View, see FP Help.
