There are a number of possible solutions depending on the situation.

First I suggest you learn about user level security. I suggest you
start with this link if you don't know about it yet.

If it is the file and not the data you need to protect, I suggest you
start by contacting your LAN manager about it.

I have been able to solve most of my problems. The worst required me to
set up a back up system so no matter what someone did, I could rebuild it
with little or no data loss and only a small effort.
