how to prevent changes to IE settings

How can I prevent people who use the same computer from making changes to the settings in Internet Options in IE > Tools
 
Get this tool, SpyBot S & D http://security.kolla.de/ installed. Nice to
have should you ever get some parasites.
go to SpyBot - Search and Destroy Immunize, and check the "Lock IE Control
Panel..." box.

After any one trying to open Tools/Internet Options will get this message.
"This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator."
