I need to prepare a template for use in preparing Companies Policies such
that with the template (like with resume template) a policy can be easily
prepared since policies compenents are almost uniform (provision for optional
additions desirable though).

And what is it that is preventing you from doing this?

You may want to look at

For more on the different kinds of templates, tabs on the file new dialog,
and locations of templates folders see
