Right click Picture > Rename > Alter the extension ....

But i know you dont want this, you want to change the format of picture. Irfan View
is a free and very good image viewer that can work with all (almost) image formats :

Why do you want to this? The extension describves the format. If you change
it, it will probably no longer be viewable.
