How to permanently define IE settings in XP Pro

I am trying to setup my Windows XP Pro pc for multiple
user. The problem is I have to configure the IE settings,
home page and proxy, everytime a new user uses the pc.

I know these can be permanently defined under the admin
priviledge account, but I just do not know what tool to
use or utility to use....

One option is to create a "base-line" user account, and then clone this
account whenever you need to create new ones.
