How to paste graphic into MS Word 2007?

I have a word document Saved as MS Word 97-2003 but I am in Word 2007. It
will not simply paste the graphic from clipboard or file into the spot I want.

Iff I open a new document , type a few lines of normal text, then paste in
the text, it works perfectly, but when in a sizeable document with headings,
it will not work. A real pain.
