How to order recipient/shared contact for Outlook 2003

How do you customize/tell Outlook 2003 to show a Shared Contact address list
FIRST, in the e-mail recipient list ("show names from the" - drop down box)?

In Outlook 2000, the option was under Tools>Services>Addressing

Where is setting in Outlook 2003?
