See the zip/unzip apps listed on the following Pricelessware page:

Both 7-zip, PowerArchiver and IZArc supports the RAR format. I like
Izarc, adds a nice menu/submenu entry to the windows shell-context
menu (so when you right-click on a rar file in explorer or any
filemanager - it offers multiple options on what to do with the file..
If you like to keep it simple though, a freeware no install
*commandline* UNRAR tool for Windows is all you need and can be had
from the makers of the RAR/WinRar shareware archiver
<http://www.rarlab.com/rar/unrarw32.exe> (but maybe not that easy to use
if you are not used to working from the CLI - the Command Line
Interface that is.
