How to Open Explorer when Plugin Flash Drive

When I plug-in my flash drive into my USB port, I get a sound but no popup
for Windows Explorer. When I look at properties for the device after it is
plugged in it, the Auto Play option is do Open Explorer but it does not
happen. What needs to happen to make Explorer open when I plug-in a flash
drive into my USB port?
