ATI Tool will probably do the trick, but you should read up first about
overclocking. ATITool has an automated system where it slowly bumps the
GPU or memory speed up and then tests for artifacts, however I have read
stories of its artifact checker not working properly and it putting the
clock up too high - so its probably something that needs monitoring.
Also be aware that the stock cooling on 9800 pro's leaves a lot to be
desired. You may want to invest in better cooling (maybe an arctic
cooler) before overclocking.
Both overclocking and replacing the cooler on a 9800 Pro usually
invalidate warranties on cards.
The driver I'm using for my 9600XT has a tab called "Overdrive" that will
overclock the card. The third party apps listed by the other people are
better though.
