How to make the text background of desktop icons transparent

How do I make the text background for my desktop icons transparent?

The color Windows uses for the blocks behind icon captions is the default
desktop color --- what you'd see if you
had no wallpaper. You can change this color by right-clicking an empty area
of the desktop and selecting Properties.
Choose the Appearance tab, then click the Advanced button. Choose Desktop
from the Item menu, and open the color picker
under "Color 1" to change it. Pick a color that closely matches the
background in your desktop wallpaper, and click OK and
Apply to see the results.

An even better option is to open the System control panel, click the
Advanced tab, and in the Performance section,
click the Settings button. Scroll down and check the "Use drop shadows for
icon labels on the desktop" box, and click OK.
The caption backgrounds will vanish, and the text will have shadows so you
can distinguish the captions from your desktop
wallpaper.

Right-click "My Computer", Properties, "Advanced" tab. Under Performance Section, click
"Settings" button, "Visual Effects" tab, check "Use drop shadows for icon labels on desktop"
Click "Apply", "OK"
NOTE: Changing this setting may change your folder view options too.
From any open folder click "Tools", "Folder Options", "General" tab, "Tasks", and reset your
folder options. (Common or Classic)

If this still doesn't do the trick:
Right-click the desktop,select "Arrange Icons By" and make sure that "Lock Web Items on Desktop"
is un-checked.

If this STILL doesn't do the trick:
Right click on desktop, Select "Properties", "Desktop" tab. Click "Customize Desktop..." button,
"Web" tab. Uncheck everything in the Web Pages box except, "My Current Home Page",
Press "OK", then "Apply", and "OK" your way out.
You may need to restart for settings to take effect.
NOTE: Only unchecking "My current homepage" may also work.

Desktop icons and icon labels may not display background transparency or the drop shadow effect

Thanks for all help.

Control Panel > System > Advanced > {Performance} Settings.
On the Visual Effects tab, check Use drop shadows for icon labels on the
desktop.
