How to make the scrolling not include the top rows of the sheet

I have seen in other excel document people managed that the top rows is not
included when scrolling instead they stay at the top. How do I do this.

Window>freeze panes.
you can freeze rows and/or columns

Or, Just split the screen from that same Windows Menu. If split you
can move the divider around. In either case you can do just columns,
just rows, or both.

Hi,

To freeze the window pane, just click the second rows below the header and
click Freeze panes from the Window menu.
