How To make security tab visible

How can I make the security tab visible On My Local Disk C:\ properties? I
can only see it when I boot up in safe mode.
 
If you have Home edition, that is how it is.
In Pro, use checkbox at bottom of View tab
in Folder Options to shut off Simple sharing
