How to make labels compress veritcally?

I'm going crazy here. I have several reports that print labels, and they
nicely slide rows up if some row (like Address2) is empty. But now I've
made a new set of labels, and it doesn't do that. And I can't, for the life
of me, figure out where the setting is to make that happen. I've compared
everything I can think of. I'm having a "senior evening"... never mind a
"senior moment."

Any help would be greatly appreciated!

Did you set control properties of Can Shrink to Yes?

Is there anything in line horizontally, even partially overlapping, with the
control you want to shrink? If so, that other object may be keeping the row
from shrinking.
