how to make a autorun CD start with an .htm file

Would like to create a CD that autoruns and pulls up a Web page stored on
the CD. The presentation is basically a CD-based Web site with links to
files on the CD or Web. I know you can use the

[autorun]
open=program_to_be_run.exe

to run an .exe, but how do you cause the .htm file to be loaded by default
browser in Windows? I need this to work in Windows 98 through Win XP
versions... Thanks.
